In the window at the bottom of the screen where you can type your message, click the Other Media button at the bottom right, and select "Insert image from URL".  Then paste the URL link to the image.

    Chrome (Android)
    1. Tap the lock icon next to the address bar.
    2. Tap Permissions → Notifications.
    3. Adjust your preference.
    Chrome (Desktop)
    1. Click the padlock icon in the address bar.
